It might come as a bit of a surprise that Houston-based Weaver, the parent company of Weaver Capital Advisors and a national CPA firm, would launch an independent financial advisory firm. But Weaver is known for its comprehensive approach to serving clients, and in its 70+ year history has built a reputation on doing just that.

Stephen Carter
Partner-in-Charge
Stephen Carter leads Weaver Capital Advisors and Weaver’s Family Office Services practice, offering a broad array of financial services to high-net-worth and ultra-high-net-worth individuals, their families and their businesses. With more than a decade of experience, Stephen delivers services to provide peace of mind to families that seek to preserve and protect their legacy. He understands that every family is unique and each situation requires open communication, effective coordination, competent planning and the highest quality service.
Stephen’s background is in M&A, IT, private banking and investment management. This extensive experience coupled with the resources of a large, national CPA and advisory firm, enables custom-tailored solutions to support the client’s success for generations.
Stephen holds a Bachelor of Business Administration from the McCoy School of Management at Texas State University.
Patrick Norfleet
Portfolio Manager
Patrick has more than 15 years of financial experience with a focus on portfolio construction and retirement strategies for clients, including business retirement plans. He is experienced in managing high-net-worth and ultra-high-net-worth relationships. Before joining Weaver, Patrick was with Edward Jones Investments where he served as financial advisor. While there, he built a sustainable practice through unique marketing and business activities, working with clients to achieve their financial goals by utilizing customized strategies for their situations. He also served as a field trainer and trained new financial advisors.
Patrick holds Professional Licenses Series 7, Series 63, Series 65, and General Life and Health Insurance. He earned his Bachelor of Business Administration in banking and financial institutions from Sam Houston State University.
Jullie Strippoli
Senior Wealth Advisor
Jullie has more than 18 years of financial advising experience. As senior wealth advisor, Julie utilizes deep financial services knowledge to enhance the client experience for Weaver Capital Advisor clients. She works collaboratively with clients to solve problems and identify gaps, taking a data driven approach to increase confidence about achieving both short and long-term financial goals. With an emphasis on estate planning, Jullie brings market expertise and a thorough approach to understanding her clients’ full financial picture, leveraging Weaver’s open architecture platform as the foundation for long-term success. Jullie has deep experience working with clients in the technology and medical sectors, focusing on company stock planning, planning for liquidity events and transition planning. Jullie is also a passionate advocate for financial literacy and believes that each conversation should be centered around education and a clear understanding about how life layers onto finances.
Before joining Weaver, Jullie served as VP Financial Consultant at Charles Schwab, where she led business plans, built relationships and drove business development. Jullie earned a Bachelor of Arts in mass communication and philosophy from Carleton University in Ottawa, Canada.
Oliver Bakker
Associate Wealth Advisor
As an Associate Wealth Advisor, Oliver focuses on the onboarding of high-net-worth and ultra-high-net worth clients, ensuring a seamless and personalized transition into Weaver’s suite of wealth management services. He maintains consistent communication with clients, manages the execution of trades and portfolio rebalancing and is involved with fund transfers and creating supporting documentation. Grounded in client-focused values, Oliver provides a range of investment management services for individuals, multi-generational families and institutional investors.
At Weaver Capital Advisors, Oliver guides clients through the complexities of the financial landscape to achieve their wealth aspirations and financial objectives. Oliver’s client-centric style that built long-lasting relationships in his previous role now underpins his approach to wealth advisory, while upholding the most stringent ethical and professional standards.
Oliver earned a Bachelor of Business in finance from the University of Technology Sydney. He also has passed the Series 65 exam, which focuses on investment advice, portfolio management and fiduciary responsibilities and is pursuing further financial designations.
Molyka Nhek
Associate - Financial Planning
Molyka has nearly a decade of experience in financial services. Her experience ranges from audit services at EY Cambodia to financial planning at Hattha Bank and reporting and business analysis at Vattanac Investment Limited. In her role at Weaver Capital Advisors, Molyka leverages her diverse skill set to assist in portfolio management and financial planning, providing clients with tailored strategies to achieve their financial goals. Her client-focused approach, combined with strategic planning and personalized communication, ensures that each client receives dedicated support and customized guidance to confidently navigate their financial journey.
Molyka holds a Master of Science in professional accountancy from the University of London and is an affiliate of the Association of Chartered Certified Accountants (ACCA). She also recently completed a Master of Science in finance from the University of Houston. Additionally, she earned a Bachelor of Law from the Royal University of Law and Economics in Cambodia and completed a Post Graduate Program in data science and business analytics at the University of Texas at Austin. Molyka has passed the Series 65 exam and is a CFP candidate.
